Fred W. Morrison, 94, the senior partner in the Washington law firm of Gardner, Morrison, Sheriff & Beddow and a specialist in tax and regulatory matters, died of a gastrointestinal hemorrhage March 2 at Georgetown University Hospital.
Mr. Morrison, who lived in Washington, was born in Cabarrus County, N.C. He was an educator and state official in North Carolina before moving here in 1933 with former Gov. O. Max Gardner of North Carolina to establish his law practice. He never formally retired.
Mr. Morrison received bachelor's and master's degrees at the University of North Carolina and a doctorate in education at Columbia University. He became an attorney by the old method of "reading" the law in the office of a lawyer and thus preparing himself for the state bar examination without the benefit of law school.
He was admitted to the North Carolina and D.C. bars in 1933.
Twenty years earlier, he was the principal of the New Bern, N.C., high school. From 1914 to 1924, he was superintendent of the Chapel Hill, N.C., school system. For the next two years he taught at the North Carolina College for Women at Greensboro.
Mr. Morrison then became executive secretary of the North Carolina State Educational Commission.
He was executive director of the state tax commission and state director for relief when he resigned to move to Washington.
In 1977, he endowed the Fred W. Morrison Series in Southern Studies at the University of North Carolina Press. He also established several scholarships at the university. In 1980, he received the Distinguished Service Medal from its alumni association.
Mr. Morris was a member of the University Club in Washington and maintained a vacation residence at Kill Devil Hills, N.C.
Survivors include his wife, the former Emma Neal McQueen, of Washington; a daughter, Myra Neal Morrison Stroud of Rockwell, N.C.; and three granddaughters.
